13. Books of Account and Bank Accounts

  • Proper books of account shall be kept by the League showing full record of all receipts and payments for the League.
  • The Board of Management shall open all necessary bank accounts on behalf of the League and all Cheques drawn on the said accounts shall be signed by the Honorary Treasurer and counter signed by the Chairperson or Honorary Secretary. All bank accounts must be maintained in the same branch of the designated bank.
  • The League shall indemnify all members of the Board of Management in respect of any loss or out of pocket expenses, bona fide, incurred by him/her in or about the execution of their duties.

14. Audit

An auditor (auditors) shall be appointed at the Annual General Meeting. No member of the League shall be appointed auditor.

15. Alteration to the Constitution of  the League

  • Alterations and additions to this Constitution must may only be made at an A.G.M. or S.G.M.  , provided that the resolution proposing same is carried by a vote of two thirds of the fully registered members, present, entitled to vote at this meeting.
  • Not withstanding previous rule  the Board of Management may, at any time, amend or alter or add to these rules, but only in so far as any such amendment, alteration, or addition is properly required by reason of amendment, alteration or addition to the rules of the Schoolboys Football Association of Ireland (S.F.A.I.) or the Football Association of Ireland (F.A.I.)

16. League rules and Regulations

The Board of Management shall determine the general day to day operating rules and regulations of the League

General Operation Rules

A. Administration

The League shall administer 11-a-side divisional leagues for the following age groups; (as at the 1st January each year); under 11 years, under 12 years, under 13 years, under 14 years, under 15 years, under 16 years, under 17 years, under 18years. All sections to have at least 10 teams where feasible. U11 & U10 (9-a-side) and seven-a-side under 7 years ,under 8 years, under 9 years, All sections to have at least 8 teams where feasible. Games maybe played on Saturday or Sunday subject to applications.

The top section in the eleven-a-side age group will be called Premier Section

B. Player Registration

  1. Players must be registered on forms supplied by the League, each player must sign his name and address and give full particulars as required. Players must be registered 24 hours prior to game.
  2. A player is eligible to play provided his form is either (A) received by the league registrar, and bears the official league stamp (B) is posted before the game is played. Date of postmark will be accepted as date of registration.
  3. Players may only be registered to play during the official playing season for which the registration form relates this being the 1st August in any season to 30th June following in the same season.
  4. A player can play for one team only in a season except when he/she has received a transfer from the last team/club last played for. No player can be registered except when they have received this transfer.
  5. Any team found playing an unregistered or improperly registered player will face the loss of the game in which the player was used in and a deduction of an extra 3 league points. The club will also be fined €50.

C. Team Colours

  1. Each team must register its team colours (and alternate colours) with the league.
  2. In the event of a fixture between two clubs, playing in similar colours, the home team shall change colours.
  3. All Shirts must be numbered 1-18 in 11 a side football.
  4. Goalkeepers must wear colours which distinguish them from other players and the referees.
  5. All teams must wear same colour kit, fully numbered as per referees card.

D. Transfers

  1. Clubs with two or more teams in the league are permitted to transfer a registered player or players from one team to another team in the same club provided - official league transfer forms on behalf of the player (s) are completed and delivered to the League forty eight hours before a game in which these players may participate.
  2. Players in any other leagues (other than School League or Seven-A-Side League) must complete official North Dublin Schoolboys/Girls League Transfer Forms and have same stamped by the said league. Transfer form and NDSL registration form must be completed in respect of all players transferring from other teams, clubs or Leagues.
  3. The League expect all teams to fully complete their fixtures on a home and away basis and take a serious view with  teams withdrawing from Leagues when they see no hope of winning a trophy. This has a negative effect on the League concerned and this type of action will be monitored by the 11 and 7 a side Chairman and a record kept on file with regard to the following seasons League formations.
  4. If a team is withdrawn the club must give prior written notice to the League Hon.Secertary stating the reasons for this action  and the players of a team withdrawn or removed from the league become the property of the league and shall remain so until such time as a transfer is sanctioned. The transfer form must be accompanied by a new registration form for each player.  Cut off date will be 31st March and the number of players must be limited to three per club..When a team is removed or withdrawn all results stand at that point and clubs receive the three points in each case for all remaining games. 
  5. The transfer deadline is October 15th each year. (may be changed)
  6. A player can only assist one team in any Cup Competition.

E. General

Match Ball

  • A size 3 football for under 7T if available and size 4 football for all other seven a side games.
  • A size 4 ball must be used in all league and cup competitions except for under 13 to under 19 competitions where a size 5 ball must be used.

Game

Duration of game 7-a-side

  • For 7's ,8's and 9's - 2 x 20 minute periods
  • For 10's and 11's - 2 x 25 minute periods with 5 min. break.
  • For 10's (9-a-side)- 2 x 25 minute periods

The duration of the game 11-a-side is as follows;

  • 11/12/13's - 30 minutes each way
  • 14's - 35 minutes each way
  • 15/16's - 40 minutes each way
  • 17/18's/19's 45 minutes each way.

All games must be played on the date specified by the fixture committee on behalf of the Board of Management and grounds must be marked, and with nets and corner flags erected. NDSL games can be played on artificial turf FAI rule to apply

A referees card must be filled in prior to the start of the match by the official in charge of the team. Full first name and surname to be entered.

7 Substitutes are permitted in age groups 11 to 18 years inclusive for all games under the NDSL.

Rolling substitutes are permitted in age groups 11 to 18 years inclusive for all games under the control of the NDSL.

Manager of the home team to notify the League of the result within 3 days of the match being played.

Postponement of Game

  • A team wishing to postpone a game must recieve written  prior approval from the Fixture committee.This should be done no later than 14 days in writing prior to the game.
  • Games postponed due to bad weather, or any other reason, must be reported to the League, by the manager of the home team, within three days of the time scheduled for the game to be played. Home team will have one opportunity to have the cup match played or the game will revert on the second weekend to the opposition ground. This rule applys to 11 A Side and SSG Cup Games
  • Teams travelling abroad during the playing season must obtain written approval from the League Hon. Secretary at least 14 days in advance. No request for a postponement will be entertained after Easter Sunday each year.
  • No club/team is allowed to make or break an official fixture.

Walk Over

  • A fine of €100 will be imposed on all clubs who are found to have given a walk over and provision may be  
    made for compensation to be paid by the offending team to the travelling team. Clubs must submit written claims for walkovers within 3 days after the fixture to the League Hon.Secretary..
  • Any team who gives 2 walkovers without a reasonable explanation or sporting just cause may be removed from the League.

Referees

  • The official referee for a game will be appointed by the League.
  • If the official, or an independent qualified referee does not report, a person may be appointed to referee the match provided written consent of the managers of both teams has been obtained prior to the commencement of the game and subsidary/associate referees form is completed and returned by the winning  team to the League..
  • Managers are not encouraged to referee matches involving their own teams.
  • Should no official referee be available, teams should not agree to a friendly game but should deem the game as an official fixture.
  • Referees match fee shall be paid by the home team for league games
  1. 7-A-side €15 and €3 after Swords.
  2. 11 - 14's €24 and €3 after Swords.
  3. 15 - 16's €28 and €3 after Swords.
  4. Youths €42 and €3 after Swords
  5. 17 & 18 Premier Extra €6 

The above Referee's Fee's are applicable till the 30th September 2009

 

Knockout and League cups and Shields each team to share fee.

  • League to confirm referees fees to all clubs before each season commences.
